At a world environmental conference, Prime Minister Higashiyama (Toru Nakamura) announces further promotion of COMS under Professor Sera (Jun Kunimura), a leading authority on geophysics. Chief Cabinet Secretary Shuya Naganuma (Tetta Sugimoto) then announces the formation of the Japan Future Promotion Council, bringing together outstanding young bureaucrats from each ministry to realise Higashiyama's vision of Japan's future. Keishi Amami (Shun Oguri) of the Environment Ministry and Koichi Tokiwa (Kenichi Matsuyama) of the Economy, Trade and Industry Ministry are selected as members.\u003c\/p\u003e\n\u003cp\u003eAmami will use forceful means to achieve his goals. Hoping to advance his own proposals, he draws close to Prime Minister Higashiyama while also trying to win over Deputy Prime Minister Satoshiro (Renji Ishibashi), the political power broker opposing him. Through his colleague Tokiwa, he gains an introduction to Makoto Ikushima (Morio Kazama), chairman of Ikushima Motors and Keidanren, who has influence with both men.\u003c\/p\u003e\n\u003cp\u003eThen an online article by Yusuke Tadokoro (Teruyuki Kagawa) warns that the Kanto region will sink. Some groups begin demonstrations because of the article, and Amami meets Tadokoro to calm the situation. Tadokoro refuses to listen and instead delivers a disturbing prediction: in the near future, an island off Izu will sink, and that sinking will herald the disaster in Kanto he has long feared.
