A body is discovered bearing two contradictory causes of death: partly frozen, partly burned. This impossible crime is the work of people whose supernatural powers have spiraled out of control. The Metropolitan Police Department's special armed G Unit responds, but young officer Ruriko Aoi is forced to retreat despite wearing the latest G6 powered armor.

G Unit supervisor Sumiko Ozawa believes that only Makoto Hikawa can break the deadlock. Hikawa, however, is in prison for a crime. In his absence, Ozawa turns to Shoichi Tsugami, the man who once fought the Unknown using the mysterious power of Agito, only to discover that he has already lost that power. Those whose abilities run wild confront those who must rely on conviction rather than superhuman strength.

Created for Kamen Rider's fifty-fifth anniversary, this new Agito story brings together human evolution, determination and supernatural action. Jun Kaname and Toshiki Kashu return alongside Yuchami, Toko Fujita, Jun Yamasaki, Akiyoshi Shibata, Rina Akiyama, Tokimasa Tanabe, Ryusuke Komakine, Yuki Imai, Hiroaki Iwanaga, Suzunosuke, Kokoro Aoshima, Satoshi Kanada, Takeshi Masu, Becky and Takanori Higuchi. Ryuta Tasaki directs from Toshiki Inoue's screenplay, based on Shotaro Ishinomori's work, with music by Toshihiko Sahashi, action direction by Satoshi Fujita and special-effects direction by Hiroshi Butsuda. ORANGE RANGE performs the theme, Dramatic Heibon.

This deluxe set contains the feature Blu-ray and a bonus Blu-ray. Supplements announced for the edition include teasers and trailers, making-of footage, a visual commentary with Jun Kaname, Toshiki Kashu, producer Shinichiro Shirakura and director Ryuta Tasaki, the completion premiere, opening-day and hit-celebration stage greetings, and promotional footage. A booklet and character-visual photo-card set are housed with the discs in an outer slipcase. The Japanese PG12 classification calls for parental guidance for elementary-school children.
