A family from Yono travels in a wagon toward Kumagaya along a rural Saitama road. Following the local song Jinsei Tamatama...Saitama de, the radio DJ begins telling the second chapter of Saitama's urban legend.
Once scorned by Tokyo, Saitama residents abolished the travel-permit system after a magnificent farce, bringing peace to Kanto. Saitama Liberation Front leaders Rei Asami, played by GACKT, and Momomi Dannoura, played by Fumi Nikaido, pursue greater peace through their plan to turn Japan into Saitama. Yet Saitama residents lack connections with one another. Rei proposes the reckless idea of making a sea in Koshigaya to unite their hearts.
Leaving Momomi behind, Rei sails with liberation-front members toward Shirahama in Wakayama to obtain beautiful white sand. A storm wrecks the ship, and Rei washes up alone on Wakayama's coast, where he has a fateful meeting with Shiga Liberation Front leader Kai Kikyo, played by Anne.
Kansai is ruled by Osaka governor Akira Kashoji, played by Ainosuke Kataoka, his wife the Kobe mayor, played by Norika Fujiwara, and the Kyoto mayor, played by Mayo Kawasaki. Residents of Shiga, Wakayama and Nara suffer inhumane treatment. Shirahama is a resort for Osaka residents that nobody without a permit may enter; the princess leading Wakayama's liberation front is imprisoned there.
Kikyo tries to rescue the princess, while Rei attempts to save comrades captured by Kashoji, only to fall into his hands too. Learning of Kashoji's terrible plan, can Rei, Kikyo and Momomi stop him? The situation develops into an unprecedented East-West confrontation involving all Japan. Is Lake Biwa the key? What will become of Saitama and Japan?
The bonus DVD was announced with making-of footage, a three-person conversation between director Hideki Takeuchi, screenwriter Yuichi Tokunaga and producer Hideki Wakamatsu, event footage and a release special. Events cover the October 19 apology visits to the Saitama and Shiga governors, October 24 Japan premiere, November 6 Japan-into-Osaka premiere event, November 14 Saitama Citizens' Day, November 23 opening-day greetings, December 4 Osaka hit-appreciation greetings and December 19 Tokyo greetings. Final release information lists a 70-minute making-of, event collection, Lovable Upside-Down Country Chronicle special and a GACKT/Fumi Nikaido two-shot interview.
Main-disc extras include the teaser, trailer, television commercials, testimonial videos for Rei/Momomi and Kikyo/Kashoji, and character videos. The cast also includes Ryo Kato, Tsubasa Masuwaka, Mayu Hotta, Cookie of Yasei Bakudan, Maryjun Takahashi, Emi Wakui, Akira 100%, Nao Asahi, Yoshimi Tendo, Momiji Yamamura and Momoko of High Heel.
The deluxe edition contains the 117-minute film on a region-free Blu-ray plus a Region 2 bonus DVD. Japanese main-film options are DTS-HD Master Audio stereo and 5.1 surround, and DTS Headphone:X stereo. Japanese DTS stereo descriptive audio and Japanese subtitles for the hearing impaired are available.
