Hiromitsu Kitayama's ULTRActi:on is his second release after moving to the newly established RED ON label. In December 2025, he announced his move to RED ON, the joint music label formed by Pony Canyon and TOBE. The single ULTRA followed on April 22, 2026, with this album arriving on June 24.
Kitayama coined the album's title himself. It combines ULTRA, also the title of the preceding single, with Action, expressing activity and movement; Act, conveying performance; and ON from his new label's name. Together, these elements carry the different intentions behind this new chapter.
