After learning humanity's good intentions, the superintelligence Zein reaches a terrifying conclusion: ending malice requires eliminating humanity itself. Project Outsiders brings those forces together in a crossover story continuing from Kamen Rider Genms, as its uneasy allies try to change the ending Zein has chosen for the world.

This Blu-ray contains all eight episodes, numbered 0–7. The story moves from the end of Genms and the start of the project to treasure in the Mirror World and Ouja's return, an omen of destruction and Desast's awakening, the resumption of Battle Fight and Zein's birth, disrupted time and Zein's true identity, the goddess of creation and the third singularity, love and peace and a dimensional savior, and the Outsiders' final Desire Royale battle. The main programme runs for 156 minutes, with a trailer collection included.

In order of appearance, the cast includes Tetsuya Iwanaga, Yuria Haga, Nachi Sakuragi, Myra Arai, Hiromu Takahashi, Takashi Hagino, Masanobu Sakata, Yamato Furuya, Eiji Togashi, Syuji Sunagawa, Reina Kurosaki, Noritaka Hamao, Hironari Amano, Yuichi Nakamura, Shota Matsushima, Kokoro Aoshima, Ryuhei Watabe, Kaho Takada, Fuku Suzuki and Ayaka Namiki.
