A kidnapping at an international environmental and energy summit becomes a murder investigation when the victim is found shot with a handgun confiscated by the police. At the emergency briefing, the investigators learn that every piece of information must be submitted in writing to administrator Torikai. The local officers, meanwhile, are denied access to the findings.

A second murder follows, then another incident makes the case painfully personal: Mashita's son has been abducted. Troubled by the restrictions but determined to uncover the truth, Aoshima pursues what will become his greatest and final investigation. Yuji Oda, Eri Fukatsu, Yusuke Santamaria and Toshiro Yanagiba return for the fourth theatrical film in the series, joined by Shun Oguri and Shingo Katori.

This edition includes the 4K-remastered 2012 film on an Ultra HD Blu-ray and a Blu-ray. Japanese Linear PCM 5.1-channel audio and Japanese subtitles are included on both discs.
