Heisei versus Showa: the film attracted attention by allowing a vote before release to determine which side would win. Could another world exist inside the Earth? Investigating this mystery, Kamen Rider Gaim, Kouta Kazuraba, encounters monsters from the Badan Empire and a man who calls himself Takeshi Hongo. Hongo transforms into Kamen Rider One and defeats the monsters one after another, then tells Kouta, 'I cannot recognize a greenhorn like you as a Rider!'

Kouta is bewildered. What is the Badan Empire? What are Kamen Rider One and the other Showa Riders trying to achieve? Pursuing these mysteries, Kamen Rider Decade, Tsukasa Kadoya, visits the Heisei Riders to seek their cooperation. Meanwhile, a mysterious warrior, Kamen Rider Fifteen, suddenly appears and defeats the Riders one after another.

As Kouta and his companions approach the truth, the Showa Riders declare that the Heisei Riders themselves are responsible for bringing the Badan Empire to the surface. 'If the Showa Riders stand against us, we have no choice but to defeat them!' The Heisei and Showa Riders finally come to blows in the greatest confrontation in their history, a battle that cannot be avoided. Which side will prevail?
