At last, all Kamen Riders clash with all Super Sentai. The two great hero franchises meet in a battle at the summit.

For many years, Kamen Riders and Super Sentai have protected the peace of the Earth. Now an event threatens to overturn that history. Kamen Rider Decade, Tsukasa Kadoya, begins attacking every Super Sentai, while Gokai Red, Captain Marvelous, begins attacking every Kamen Rider.

Decade has become the great leader of Dai-Shocker, formed by the union of the evil organizations that once fought the Riders. Gokai Red reigns as emperor of Dai-Zangyack. How did this happen? What is the Big Machine Project spoken of by their commanders?

To unravel the mystery of the conflict, the DenLiner travels into the past. What will become of Fourze, the Go-Busters, Kamen Rider One and Gorenger? In the greatest hero battle in history, who is the strongest of them all?
