Pursuing the suddenly appearing Kamen Rider Dark Ghost, Takeru reaches a strange village inhabited by famous heroes from history. Dark Ghost intends to gather 100 Eyecons, create the ultimate Eyecon and turn every human being into a ghost. Behind the mask is Argos, Alain's brother, who was believed dead. Another unexpected figure awaits in the village: Makoto's missing father, Daigo Fukami, who can transform into Kamen Rider Zero Specter. Unsure whether Daigo is an ally or an enemy, Takeru faces a decisive trial as the struggle for the ultimate Eyecon draws everyone together.

Released theatrically in August 2016 during Kamen Rider's 45th-anniversary year, the film stars Shun Nishime with Hikaru Osawa, Ryosuke Yamamoto, Takayuki Yanagi, Hayato Isomura and Mio Kudo. Aoi Yuki contributes a voice role, alongside Takuya Mizoguchi, Reo Kanshuji, Mitsuru Karahashi, Yuka Hirata, Ami 201, Naoki Komatsu and Ian Moore. The cast also includes Hiroyuki Yasoshima and Tsune of the comedy duo 2700, Yuko Takayama, Ryo Kimura, Naoto Takenaka and Ikki Sawamura.

Satoshi Morota directs from Takuro Fukuda's screenplay, based on Shotaro Ishinomori's creation. Go Sakabe supplies the music, Hiroshi Butsuda directs the special-effects work, and Takeshi Miyazaki oversees the action. The theme song is "ABAYO" by Kishidan. This single-disc edition presents the 65-minute feature with Japanese Linear PCM 5.1 audio, Japanese accessibility subtitles and a trailer extra.
