Fuuto PI Portrait of Kamen Rider Skull Standard Edition Blu-ray explores the encounter that brought Shotaro and Philip together and the origins of Kamen Rider W. The animated film expands the world of Fuuto PI, the continuation of Kamen Rider W that became the franchise's first television anime series in 2022.

As Dopants begin using Gaia Memories across the wind-swept city of Fuuto, young Shotaro works as an assistant to detective Sokichi Narumi. Eager to follow his mentor's example but still regarded as inexperienced, Shotaro knows nothing of Sokichi's secret activities as Kamen Rider Skull. A telephone call to the Narumi Detective Agency draws them toward a fateful night, and Shotaro follows Sokichi while attempting to deliver a mysterious client's trump card.

Studio KAI produces the animation, directed by Yosuke Kabashima. Yoshimasa Hosoya and Koki Uchiyama return as Shotaro and Philip, with Kenjiro Tsuda as Sokichi. The disc also includes Oshiete Oyassan, the short animation originally shown with the theatrical presentation.

This standard edition contains one region-free Blu-ray with an approximately 82-minute feature in 1080p CinemaScope. Japanese Linear PCM 5.1 and stereo tracks are accompanied by a separate Japanese stereo audio-description track and Japanese subtitles for the hearing impaired.
